[S]uspend[s] the application of Section 101.62(4)(b)1., Florida Statutes, in the affected counties and establish the following limited exception for mailing of absentee ballots: The Supervisors of Elections in any affected counties who, as a result of the destruction caused by one or more ofthe four hurricanes determine that there will be a significant number of voters who are unable to occupy their residence and will not receive their absentee ballots if the ballots cannot be forwarded, shall be allowed to send absentee ballots to voters by forwardable mail.
